The Pan-Beibu Gulf economic cooperation developed against the backdrop of the global financial crisis in 2009. The 4^th Pan-Beibu Gulf Economic Cooperation Forum was held successfully at which the new members for cooperation and the new sponsors of the Forum joined in to reach many new agreements with the old ones. At the 3^rd workshop of the Pan Beibu Gulf Economic Cooperation Expert Panel，the Action Proposals for Accelerating the Pan Beibu Gulf Economic Cooperation was passed，marking a new progress for the mechanism development of the Pan Beibu Gulf economic cooperation. The Forum on China-ASEAN Free Trade Area was convened in Nanning of Guangxi successfully. Due to the global financial crisis，the countries in the Pan Beibu Gulf area，excluding China，Vietnam and Indonesia，suffered from slow or even negative economic development. In the new year，the Pan Beibu Gulf economic cooperation will forge ahead.
