“Development Plan for Guangxi Beibu Gulf Economic Zone”（short for “Plan”） is not only the first development plan that is edited with the idea of main functional areas，but also the first regional development plan that implements in provincial administrative regions.It has been five years since the opening-up and development strategy of Guangxi Beibu Gulf Economic Zone（short for BGEZ） has upgraded to be the national strategy in January，2008.With the great attention from Party Central Committee and the State Council，as well as strong support from national ministries，the Party Committee and Government of Guangxi Zhuang Autonomous Region have seized the opportunity and been actively promoting the implementation of “Plan” with scientific co-ordination and innovative reform.
