党的十八大以来,以习近平同志为核心的党中央将保障食品安全上升为国家战略,摆在治国理政的重要位置。总书记多次作出重要指示批示,要求把食品安全作为一项重大政治任务来抓,坚持党政同责,用最严谨的标准、最严格的监管、最严厉的处罚、最严肃的问责,确保人民群众“舌尖上的安全”。为此,党中央、国务院作出了一系列重大决策部署。各级党委和政府认真贯彻落实习近平总书记重要指示批示精神和党中央、国务院决策部署,对食品安全工作的重视程度明显提高,工作力度不断加大,总体形势稳定向好。

为全面展示河北省食品安全状况,客观评价食品安全保障工作成效,剖析食品安全工作中存在的问题及原因,探索研究食品安全样板发展路径和先进治理模式,河北省政府食品安全委员会办公室、省市场监督管理局会同省农业农村厅、省公安厅、省卫生健康委、省林业和草原局、石家庄海关、省社会科学院等部门联合撰写了《河北食品安全研究报告(2019)》(以下简称《报告》)。

《报告》分为总报告、质量安全篇和专题篇3个部分。总报告全面展现了河北省食品安全状况。质量安全篇由6篇调查报告组成,分析河北省蔬菜、畜产品、水产品、果品、食品相关产品、进出口食品的质量安全状况,剖析存在的问题,提出对策建议。专题篇内容涵盖食品工业发展、食品安全法规建设、食品公众满意度调查、重大活动食品安全保障、食品新兴行业标准技术支撑、食品安全责任保险存在的问题及对策研究等,从多个角度深入分析河北省食品安全工作,对食品安全前沿课题开展务实研究。《报告》3个部分相辅相成,点面结合,为公众全面深入了解河北省当前的食品安全状况提供了科学参考。

《报告》主要有以下特点。

一是全面性。系统分析了河北省食品相关产业,从农产品到食品工业的质量安全状况,全面展示了河北省食品安全的总体发展状况,是评估和研究省级食品安全形势和发展的重要资料。

二是客观性。总报告、质量安全篇及专题篇报告所采用的数据均来自职能部门的第一手资料,或是对相关职能部门提供资料的总结和提炼,准确客观地反映了河北省食品安全整体状况,是政府及有关部门研究部署以及民众了解相关信息的重要渠道。

三是针对性。坚持问题导向,对河北省食品安全状况进行深入分析研究,探讨了河北省食品安全监管面临的重要理论和实践问题,总结了食品安全工作中的创新实践及有益经验,从理论与实践两个方面推动河北食品安全工作水平提升。

食品安全的研究与实践是不断探索完善的过程,由于我们的研究受各种客观条件限制,因此本书还存在诸多不足,希望各位专家、学者、同行多提宝贵意见,以便进一步修改完善。

Since the CPC 18th National Congress,the Party Central Committee with President Xi Jinping as the core has upgraded guarantee of food safety to the level of national strategy,and an important position of state affairs administration. President Xi Jinping has made important instructions and comments on several occasions,requiring that food safety is regarded as a significant political task,Party committees and governments have equal responsibilities,and the most rigorous standards,the strictest supervision,the severest punishment,and the most serious accountability are carried out to ensure “safety on tongue tips” for the public. Therefore,the Party Central Committee and the Sate Council have made a series of great decisions and arrangements. Party committees and governments at all levels have been conscientiously carrying out the spirit of President Xi Jinping’s important instructions and comments and decisions and arrangements of the Party Central Committee and the Sate Council,have paid markedly growing attention to food safety work,and have been making more efforts in it,thus the overall situations has been steady and for the better.

With a view to making an overall exhibition of the food safety situations in Hebei Province,an objective assessment of the food safety guarantee performance of Hebei Province,a deep analysis of problems and causes existing in the food safety work,and an exploratory study of development paths and governance modes of food safety examples,the Food Safety Committee Office of Hebei Provincial Government,and Hebei Administration for Market Regulation,together with Department of Agriculture and Rural Affairs of Hebei Province,Department of Public Security of Hebei Province,Health Commission of Hebei Province,Forestry and Grassland Bureau of Hebei Province,Shijiazhuang Customs District,Hebei Academy for Social Sciences,etc.,jointly wrote Annual Report on Food Safety of Hebei(2019)(hereinafter called the Report in short).

The Report falls into the three parts of General Report,Quality Safety Reports and Special Reports. General Report makes an overall exhibition of the food safety situations in Hebei Province. Quality Safety Reports are comprised of the six survey reports,analyze quality safety situations of vegetables,livestock products,aquatic products,fruits,food-related products,and foods of import and export in Hebei Province,make a deep analysis of existing problems,and put forward solution proposals. Special Reports,covering existing problems and solution research in development of food industry,establishment and improvement of food safety laws and regulations,surveys of public satisfaction for food safety,food safety guarantee for significant events,technical support for standards for emerging food industry,and food safety liability insurance,etc.,make a deep study of the food safety work of Hebei Province from several perspectives,and conduct a pragmatic study of front-edge research programs of the food safety. The three parts of the Report are supplementary to each other,and link selected points with entire areas,so as to provide scientific references for the public having an overall and deep understanding of the present situations of the food safety in Hebei Province.

The Report mainly has below characteristics:

1.Being comprehensive. The Report makes a systematic analysis of the quality safety situations of food-related industries ranging from agricultural products to food industry in Hebei Province,and an overall exhibition of the food safety situations in Hebei Province,being important information to assess and research food safety situations and development at provincial level.

2.Being objective. The data used in General Report,Quality Safety Reports and Special Reports all comes from first-hand materials of functional departments,or is summarization and abstracts of materials provided by relevant functional departments,and reflects the overall situations of food safety in Hebei Province accurately and objectively,being an important channel for governmental relevant departments to make discussion and arrangement and the public to get to know information concerned.

3.Being targeted. The Report,problem-oriented,makes a deep analysis and study of the food safety situations in Hebei Province,explores important theoretical and practical issues facing the food safety supervision in Hebei Province,and summarizes innovative practices and useful experience in the food safety work,thus pushing forward the promotion of the food safety work in Hebei Province both theoretically and practically.

Research and practices in food safety is a process of continuous exploration and improvement. Restricted by various objective conditions,the book still has lots of defects. We appreciate valuable comments from other experts,scholars and professionals for its further revision and improvement.
